Ground mat:

A ground mat or grounding mat is used a flat, flexible pad for working on electrostatic sensitive devices. It is normally covered in a conductive plastic or metal substrate network, which is electrically connected to ground. This helps to discharge any static that has built up an employee, as well as any existing tools or exposed components laid on the mat. It is the most commonly used in computer repair. Ground mats are also on tankers, which are otherwise insulated from the ground, as they make physical contact with her (rubber and air found) tires, obviously undesirable static electricity during fuel changeover. In aircraft refueling, on the ground cable connects the tanker (truck or aircraft), the fuel-looking craft to calculate eliminate disparities before fuel is transferred.

In an electrical substation a floor mat is a mesh of conductive material installed in places where a person would have run to a switch or other devices, it is tied to the local support of the metal structure and the switch gear handle, that the operator will not be exposed to a high differential voltage due to a failure in the substation.
